This really improves Hyper for me, if anything I think Bison and Vega could do with a bit more nerfing! I'd love to see this brought to some of the arcade versions of SFII, in particular Turbo where I find the AI becomes really impossible after the fifth AI opponent or so.

It is no secret the AI in both SSF2T and HSF2 are both infamously cheap quarter munchers and nothing like the more balanced AIs seen in console ports of the previous iterations of this game, which leads to unnecessary frustration that is both well known and well documented (unrealistically predictive AI behavior, high aggression, different hit box rules when comparing Arcade mode with versus... the list goes on, really).

What this wonderful patch does is tone down the egregious AI abuses to ensure the CPU fights on a more level playing field, which results in a much more familiar experience to those of us that used to play SF2 on our Mega Drives and SNES consoles.

Given the PS2 port is very close to arcade perfect (I'm not a fully-fledged expert, but many seem to claim innacuracies on the port, but I can't really say), applying this patch makes it the go to solution if you'd like some fun, balanced gameplay but don't happen to have a buddy available to trade blows with!
