Hack description

This patch changes Eagle's abilities so they function the same
way as they did in Advance Wars 2:

Day to Day:
- Air Units have +20% Offense and +15% Defense.
- Air Units burn -2 Daily Fuel.
- Naval Units have -30% Offense.

Power:
- Air Units have +30% Offense and +20% Defense.
- All Units have +10% Offense and +10% Defense.

Super Power:
- All non-infantry units that have carried out orders can move again.
- Air Units have +30% Offense and +20% Defense.
- All Units have +10% Offense and +10% Defense.
