Hack description

This patch implements continuous repel system from Black 2/White 2, this could make some convenience, and it's only for US version, don't try to patch onto JP version.
Known issues:
Running on some older emulators will cause freeze when use a repel, example:
- Newer VBA and whole VBA-rr
- VBA-M lower than 2.1.1
Just try another newer emulator like mGBA.
