In general this hack is not as good as the Improvement project addendum by acediez in quality and balance concerns. This is to be expected but there're several elements that can be executed better. 1. "-If you kill the boss, DNA parts are paid differently depending on whether the stage is cleared with X or Zero." This change is pretty abysmal as it doesn't address one of the major flaw in the original game - all 16 parts cannot be obtained in a single playthrough. Instead we get some medicore experience like how it was in Mega Man Xtreme 2, which is... too dreadful for completists. 2. "-Requires "Tri-Thunder" instead of "Goo Shaver" to get the armor part in Tidal Whale's stage." I don't know if it's because this hack being incompatible with Duckstation, but Tri Thunder is just too damn hard to hit the switch - The position required to make the strike work is too strict. Plus, I believe keeping the original weakness to the switch (Goo Shaver) won't hurt as much. 3. "-HP and damage of enemies and bosses have been adjusted." This seems OK, but at some specific fights (Prism Guardian; Shining Firefly stage's midboss) it's kind bad and unbalanced. After landing attack, there's not enough time to retreat due to the buffed speed of this midboss, and the damage of the midboss' laser shot is a bit too high, making it a rather inferior experience when playing as Zero. Also I think some specific attacks (notable example, the double hand crush of Final Sigma W) could have the damage nerf a bit, maybe by 4 or 6 units of damage.

Also a minor issue is present in the hack, X's dialogue with Spiral Pegacion after Eurasia collides are bugged. If the author of this hack can communicate with acediez further and ported several traits from Improvement Project addendum to this hack, it would be awesome. In the version currently presented though, not very much recommended.
