Translation description

This a new revision of a old Mega Man X2 translation. But this time in addition of a French translation, there is also Quebec joual translation.

This translation was used a a proof of concept for a new translation tool. See the link in the README.

Quebec version gave me a few chuckles, but option menu is bugged	Twist	2021-04-10	Version 3.0
I tried the Quebec version for the fun of it, and it did give me a few chuckles. It did seem genuinely Quebecer. Unfortunately, a lot of the UI and the boss names haven't been translated, and the options menu didn't work for some reason. Can't really recommend it until at least the options menu is fixed.
