Translation description

Chinese translation of Japanese version "Final Mission" which has a slightly better storyline and music than the US "S.C.A.T." or EU "Action in New York".
-Chinese translation for the opening and ending scenes. Kept most Chinese characters in the original ROM for childhood memories familiarity.
-Slightly add some words for smoother storyline purpose.
-All English words are kept unchanged except a spelling correction for "SPESIAL".
-Japanese characters in staff list are kept unchanged
