Utility description

This is a small utility that will edit a few things like shop prices and enemy racer data in the North American (USA) Turbo Grafx 16 ROM "Final Lap Twin". This editor will not work on the Japanese ROM nor will it work on any ROM with a header. The proper size for the North American ROM is 393,216 (384KB).

Features:
-Edits the prices of the parts listed in all the shops.
-Edits some of the enemy racers data like money, AI, tires and etc.
