Utility description

Ipscat is a small and simple program which concatenates IPS patches together. Very simplistic, written in standard C so it ought to compile on Windows, Linux, Mac and even DOS. Source code included!

A Windows binary is included, but it hasn't been tested on an actual Windows. It ran fine under Wine, though.
