This is an updated version of the original tool by Agemo.
CHANGELOG:
- NO$PSX save states are now natively supported along PCSX and ePSXe, previously I've uploaded a build specially hacked for NO$PSX but it wouldn't support ePSXe anymore, it is obsoleted by this one
- fixed a bug where VRAM.BIN would take precedence over save state passed on command line
- made application High-DPI aware so it's not blurry anymore on High-DPI screens
- for devs, you now have a Visual Studio solution
