Super Easy Utility to Make and Apply Patches	Proveaux	2012-12-01	-
I've only used this tool to make and apply patches but I'm sure its other uses are great. But if you're looking for an easy to use IPS program this is definitely one. Making and applying patches not limited to only SNES files.
