Utility description

And update to the old and popular assembler for PC-Engine/TurboGrafx-16. This adds a few new features/directives, new local label naming convention, extending macro naming convention, removes some limitations for code generation (bank crossing, making it more romhacking friendly), and fixes a crash on error generation bug.
