Utility description

Here is an editor for Secret of Mana which is still somewhat in the works. It currently has some options to do Map Editing, Tile Editing, Sound Editing, Music Editing, and more. Please consult the readme before doing any work on the ROM as some things are addressed that are not able to be done yet.
